■ Purpose and Objectives of this Project
This project aims to open up several designated areas within the Nagasaki Stadium City site for use as a venue for street live performances and other performances, provide opportunities for performers who are pursuing their dreams, create daily excitement, support performers rooted in the community, and develop human resources. Performers who perform music, dance, street performances, live art, etc. will be recruited and registered at each performance activity location that will be opened. Licensed performers can present their performances at the activity location and date and time that they have reserved in advance, and can earn income through tips. In addition, the activities will be disseminated and promoted on a dedicated website, etc., along with information about registered performers.

■ Licensed Performer System
This project will have a preliminary screening process with the following criteria: 1. Technique, 2. Appeal, 3. Originality, and 4. Future Potential. Performers who pass the screening and are issued a license will be able to perform at a pre-booked date and time in an area of Stadium City designated by the Entertainment City Nagasaki Management Office.

*This license does not permit musical performances or other performances on public streets or elsewhere.
*During activities, there are restrictions on the content of music and performances, such as a ban on loud music.
*The organizers will not be held responsible for any accidents, thefts, or other troubles caused by license holders within the Stadium City premises.
*The organizers will not be held responsible for any accidents that occur within the Stadium City premises as a result of failure to follow the instructions and precautions of staff.
*The license cannot be loaned or transferred to a third party.
*You will be given a card or other proof that your license has been issued. Please be careful not to lose or have it stolen.
*If you violate the terms and conditions of this registration agreement, we may revoke your license at our discretion.

■ Eligibility requirements
(1) The applicant must have the following performance experience:
1. Activities in the fields of music, dance, street performance, live art, etc.
2. In principle, the performer must have performed any of the following performances within the past five years:
(Examples: Performances and exhibitions that charge admission fees, viewing fees, etc., and events that attract audiences and pay performance fees, etc.)
Or, have a track record of performing in front of an audience within the past two years.
(2) You have the intention to continue performing in the future.
(3) The business operator (including, if the applicant is the representative of a corporation or organization, officers of the corporation or organization) is not a member of an organized crime group as defined in Article 2, paragraph 2 of the Nagasaki City Ordinance for the Exclusion of Organized Crime Groups (Article 59 of Nagasaki City Ordinance of 2012; hereinafter referred to as the "Ordinance"), nor a member of an organized crime group as defined in Article 2, paragraph 1 of the same Ordinance (hereinafter referred to as an "organized crime group"), nor a person with a close relationship with a member of an organized crime group or an organized crime group.
(4) In the case of a minor, consent has been obtained from the minor's parent or guardian.

*Please apply from the person who will be performing. If there are multiple people, please have one representative register.
*If the person applying is someone other than the applicant, please select the appropriate item from the applicant category on the application form. If any other item is selected, we will conduct an interview.
*Minors will be required to fill out a consent form before the license is issued.

■Activity conditions
(1) There will be no appearance fee for this project.
(2) Any activities may be carried out only after obtaining prior approval of the location, date, and time of the activities.
(3) If the number of participants is greater than expected, we may ask you to cancel the activity for safety reasons.
(4) The event may be canceled due to rain or other reasons.
(5) After your activities, please clean up and return the area to its original state.
(6) When engaging in activities, please observe the following conditions:
1. Performances using the following items are prohibited:
A. Loud instruments
B. Firearms, knives, and other dangerous items
C. Animals (dogs, monkeys, birds, etc.)
D) Any other items that the Entertainment City Nagasaki Management Office determines may cause inconvenience to customers using the venue.
2. Performances aimed at religious or political propaganda or advocacy are not permitted.
3. Please give top priority to pedestrians and other traffic, and be careful not to cause any obstruction. We also ask spectators to please refrain from obstructing pedestrians and other traffic.
4 If venue staff ask you to stop the performance, please stop immediately and follow the instructions of the staff.
(7) Please also observe any other conditions imposed by individual stores in the vicinity of locations designated by the Entertainment City Nagasaki Office.
(8) If you cause any disruption or damage to the business of any stores in the vicinity of locations designated by the Entertainment City Nagasaki Office, you may be required to pay compensation equivalent to the amount of such damages.
(9) We recommend that you take out liability insurance for visitors and other third parties.
(10) If you wish to use music registered with copyright management organizations such as JASRAC or NexTone, you must apply for the rights yourself. If a third party makes a complaint regarding copyright infringement, the applicant must bear all responsibility.
(11) Each participant is responsible for preparing and transporting any instruments and equipment to be used in the activity.
(12) You are solely responsible for the preparation and transportation of any services and equipment you use for streaming. You must only use services that comply with applicable laws and regulations.
(13) If a large number of spectators are expected, we may ask you to arrange for staff to manage the event.
(14) If you would like to distribute flyers during your activities, please share the content with us in advance.
(15) You agree to the use of your performance video free of charge for the promotional activities of the Japanet Group, including the Entertainment City Nagasaki Management Office, and will provide any necessary cooperation. Images may be cropped as necessary.

■About tipping
In this project, tipping will only be possible using the original PAY function "Sta PAY" that utilizes the Nagasaki Stadium City app. An individual QR code will be issued for each performer, and spectators will tip the performers by scanning the code on Sta PAY. 80% (excluding tax), minus 20% (excluding tax) for operating expenses including system usage fees, will be transferred to the registered account at a later date. Please note that tipping in cash is prohibited. If discovered, the license may be suspended or revoked.

[Tipping rules]
・Forcing people to give tips is prohibited. Please do so at the discretion of customers who have enjoyed the show and in keeping with showmanship.
・The Entertainment City Nagasaki Management Office will report the results of the tips to the performers at a later date and transfer the money by the end of the month following the month in which the performance was given, in accordance with the information in the [About tips] above.

■About merchandise sales
Cash sales are prohibited. However, if you would like to sell goods, we will lend you a cashless terminal, so please contact us at least 10 days before the performance date. In addition, 10% of sales will be charged as payment fees and other expenses.

[Merchandise sales rules]
・We will ask you about the products you would like to sell in advance.
- Please do not sell merchandise that is not related to the performers.
・Please bring your own merchandise sales counter, etc.
・Please refrain from any behavior that may cause inconvenience to spectators, such as pushing tickets.
・The Entertainment City Nagasaki Management Office will report the sales results (amount) at a later date.
- Please be careful when coming into contact with products other than those listed above.

■ Location of activities
Activities will be carried out at a location designated by the Entertainment City Nagasaki Management Office.

*Please bring in and take out any equipment necessary for musical performances at your own expense. Please refrain from parking on the street. Please use the general parking lot within the facility or a nearby paid parking lot.
*When participating in activities, please follow the terms of use of each activity location and the instructions of the local facility manager.
*Please take responsibility for managing your valuables. We cannot take responsibility for theft or loss, so please be careful.
*If you experience any trouble during the performance, please contact the Disaster Prevention Center at 095-842-5600.

■ Reservation application
Only licensed performers can apply to make reservations for performances. A hearing form will be sent to the registered address, so please select the desired date, time, and location to make a reservation. After submitting your reservation request, your reservation will be completed when you receive an approval email from the facility. Please note that we cannot guarantee that we will be able to meet your request. Reservations can be made for the following month's schedule from the 1st of each month.

■ Maximum reservation limit
In order to allow as many performers as possible to participate, we will set conditions on the number of performance reservations allowed each month.
(1) Up to two reservations can be made per day. *Same area is allowed.
(2) In principle, the available time for one slot is one and a half hours. *This includes preparation and removal time.
(3) For street performances that are not in the form of a show, such as art performances, each session may be permitted for more than one hour and 30 minutes, depending on the availability of the facility.

■Notes on license registration application
(1) If you wish to register as a group, one representative should apply.
*If the person applying is someone other than the applicant, please select the appropriate item from the applicant category on the application form. If any other item is selected, an interview will be conducted.
*Minors will be required to fill out a consent form before the license is issued.
(2) When applying, please be sure to check that there are no errors or missing documents before entering and attaching the necessary information.
(3) Submitted materials will not be returned, so please keep a copy of them if necessary.
(4) If there are any changes to the content of your application documents, please notify the Entertainment City Nagasaki Management Office immediately.

■ Regarding handling of personal information
The personal information submitted, such as contact details, will be managed appropriately by Regional X Nagasaki Co., Ltd. in compliance with the Personal Information Protection Act and other relevant laws and regulations. It will be used to send materials and contact related to this project, public relations activities for this project, and other purposes necessary for this project, and will not be used for any other purposes or provided to third parties.

■ Judging method
After receiving the license registration application, the Entertainment City Nagasaki Management Office will review the application to determine whether the registration is appropriate.

■ Important points to note
(1) Depending on the circumstances of the screening process, you may be asked to submit documents and provide explanations not listed in these application guidelines.
(2) As a result of the review, we may not approve your registration.
(3) The registration decision may be revoked in whole or in part if the applicant:
1. When there is no longer any prospect of carrying out performance activities within six months of license registration.
2. When it is discovered that the applicant does not meet the application qualifications.
3. When the activity falls under any of the following:
A. Disseminating religious doctrines, performing religious rites, and indoctrination of believers.
B. Promoting, supporting, or opposing any political cause.
C. Endorsing, supporting, or opposing a candidate for public office, a public office holder, or a political party.
4. When a registration decision has been obtained through false pretenses or other fraudulent means.
5. When an act is deemed to be contrary to public order and morals.
6 When it is deemed that the business activities of stores in the surrounding area will be disrupted.
7 Any other case in which the Entertainment City Nagasaki Management Office determines that registration is inappropriate (unauthorized merchandise sales, cash tipping, trouble with other performers, etc.).
(4) In principle, communication from the Entertainment City Nagasaki Management Office will be conducted by email.
(5) Please properly file income taxes, corporation taxes, etc. relating to this project.
