■Purpose and Objectives of this Project
This project aims to open up several designated areas within the Nagasaki Stadium City grounds for use as venues for street performances and other performances, providing opportunities for aspiring performers to showcase their talents, creating daily vibrancy, supporting local performers, and fostering talent. We will recruit and register performers who will perform music, dance, street performance, live art, etc., at each of the open performance locations. Licensed performers can present their performances at pre-booked locations and times, and earn income through tips. In addition, their activities will be publicized and promoted on a dedicated website along with information about the registered performers.

■ Licensed Performer System
This project will have a preliminary screening process with the following criteria: 1. Technique, 2. Appeal, 3. Originality, and 4. Future Potential. Performers who pass the screening and are issued a license will be able to perform at a pre-booked date and time in an area of Stadium City designated by the Entertainment City Nagasaki Management Office.

(Note)
This license does not permit public performances or musical acts on the streets or in other public places.
• During activities, there are restrictions on the content of musical performances and other activities, such as prohibiting loud noises.
The organizers will not be held responsible for any accidents, thefts, or other incidents that occur within the Stadium City premises due to the actions of license holders, except in cases where the organizers are found to have acted with intent or gross negligence.
The organizers will not be held liable for any accidents that occur within the Stadium City premises due to failure to follow staff instructions and precautions, except in cases of intentional misconduct or gross negligence on the part of the organizers.
• You may not lend or transfer the license to any third party.
We will provide you with a card or other document indicating that your license has been issued. Please take great care to avoid losing or having it stolen.
If you violate any of the terms and conditions outlined in these registration guidelines, we reserve the right to revoke your license at our discretion.

■Eligibility
(1) The performer must have the following achievements in performance activities.
1. Activities in fields such as music, dance, street performance, and live art.
2. As a general rule, you must have a record of performing in one of the following types of shows or events within the past five years.
Examples: Performances or exhibitions that charge admission fees, viewing fees, etc., and events that attract crowds where payment is made, such as performance fees.
Alternatively, having a track record of performing in front of an audience within the past two years.
(2) That they intend to continue performing in the future.
(3) The business operator (including officers of the corporation or organization if the applicant is the representative of a corporation or organization) is not a member of an organized crime group as defined in Article 2, Item 2 of the Nagasaki City Ordinance on the Elimination of Organized Crime Groups (Nagasaki City Ordinance No. 59 of 2012; hereinafter referred to as the "Anti-Organized Crime Ordinance"), or an organized crime group as defined in Article 2, Item 1 of the same Ordinance, or a person closely related to an organized crime group or an organized crime group.
(4) In the case of a minor, the consent of the person with parental authority or legal guardian must be obtained.

(Note)
Please have the performer themselves register. If there are multiple performers, please have one representative register.
If the applicant is not the person themselves, please select the appropriate option from the applicant category in the application form. If you select any other option, we will conduct an interview.
Minors will be required to sign a consent form before the license is issued.

■Activity conditions
(1) No appearance fees will be charged for this project.
(2) Activities can only be carried out after prior approval of the location and date of the activity.
(3) If the number of attendees exceeds expectations, we may ask you to cancel the activity for safety reasons.
(4) The event may be canceled due to unavoidable circumstances such as rain.
(5) After your activity, please clean up and make efforts to restore the area to its original condition.
(6) Please observe the following conditions when participating in activities.
1. Performances using the following items are prohibited:
A loud instrument
(i) Firearms, bladed weapons, and other dangerous goods
U. Animals (dogs, monkeys, birds, etc.)
E. Any other actions that the Entertainment City Nagasaki Management Office deems to be detrimental to customers using the venue.
2. Performances intended for religious or political propaganda or advocacy are not permitted.
3. Please give priority to pedestrians and other pedestrians and take care not to obstruct their passage. We also ask that spectators be mindful of not obstructing pedestrians and other pedestrians.
4. If a venue staff member asks you to stop your performance, stop it immediately and follow the staff member's instructions.
(7) In addition, please comply with any other conditions that are individually specified by stores near the locations designated by the Entertainment City Nagasaki Management Office.
(8) If you cause disruption or damage to the business of stores near the location designated by the Entertainment City Nagasaki Management Office, you may be required to pay compensation equivalent to the amount of damage.
(9) We recommend that you take out liability insurance for damages to spectators and other third parties.
(10) If you use music registered with copyright management organizations such as JASRAC or NexTone, performers are responsible for completing the application process themselves. In the event of any claims of copyright infringement from third parties, the applicant will be solely responsible.
(11) Participants are responsible for preparing and transporting any musical instruments or equipment they will use for their activities.
(12) Each participant is responsible for preparing and transporting any services or equipment used for the broadcast. Only services that comply with relevant laws and regulations may be used.
(13) In particular, if a large number of spectators are expected, you may be asked to arrange for crowd control personnel.
(14) If you wish to distribute flyers during your activities, please share the contents with us in advance.
(15) You agree to the free use of performance videos in public relations activities of the Japanet Group, including the Entertainment City Nagasaki Management Office, and will provide the necessary cooperation. Images may be cropped as needed.

■ Activity location
Activities will be conducted at locations designated by the Entertainment City Nagasaki Management Office.

*Public streets are not designated activity areas.
*The number of activity locations may increase in the future.
*Please note that you are responsible for bringing in and taking out any equipment necessary for musical performances or other performances. Also, please refrain from parking on the street. When parking, please use the general parking lot within the facility or a nearby coin-operated parking lot.
*When participating in activities, please follow the usage conditions of each activity location and the instructions of the local facility manager.
*Please manage your valuables at your own risk. The organizers will not be held responsible for theft or loss unless there is intent or gross negligence on their part, so please take care.
*If you experience any problems during the performance, please contact the Disaster Prevention Center at 095-842-5600.

■Equipment, machinery, and volume
(1) Please provide all equipment and devices, including sound equipment and power supplies.
(2) To prevent radio interference and signal disruption within the facility, the use of wireless microphones in the venue is prohibited.
(3) The amplifiers that can be used must have an output of 60W or less.
(4) Please perform at a volume that is considerate of the neighbors, and adjust the volume immediately if requested by the facility staff.

■Audience
(1) Please be sure to ask customers to stop blocking the flow of other customers or the entrance to the store.
(2) Excessive shouting and clapping by the audience are prohibited. Please be considerate of others.

■ About tipping
In this project, only cash donations are accepted. The money received from audience members as donations will not be taken by the organizing committee at all; 100% will go to support the performers.
Please note that if it is discovered that tips are being given in any form other than cash, your license may be suspended or revoked. Furthermore, the organizing committee will not be held responsible for any troubles related to tips that may occur between performers or between performers and audience members.

[Tipping Rules]
- Forcing customers to give tips is prohibited. Please do so voluntarily, in accordance with showmanship, and only if the audience enjoys the performance.
Please prepare your own donation boxes and advertising signs.

■Regarding merchandise sales
Sales are generally cash only. However, if you wish to sell merchandise, we will lend you a cashless payment terminal, so please contact us at least 10 days before the performance date. Please note that 10% of the sales will be charged to cover payment processing fees and other expenses.

[Merchandise Sales Rules]
If you are using a cashless payment terminal, we will ask you in advance about the products you wish to purchase.
Please do not sell merchandise unrelated to the performers.
Please bring your own merchandise display stands and other equipment.
Please refrain from any behavior that may disturb other customers, such as aggressive sales tactics.
If you use a cashless payment terminal, the sales figures (amount) will be reported to you at a later date by the Entertainment City Nagasaki Management Office.
Please be extremely careful about contact with others other than the handover of goods.

■ About parking
There is no dedicated parking available for this event. Please use the general parking lot within the facility or nearby coin-operated parking lots. Please refrain from parking on the street.
Please note that we do not provide parking spaces for loading and unloading. When loading or unloading musical instruments or equipment, please use the general parking lot within the facility or nearby coin-operated parking lots. We ask for your cooperation in ensuring safe loading and unloading, taking into consideration nearby traffic and the passage of other customers.

■ Reservation application
Only licensed performers can apply to make reservations for performances. A hearing form will be sent to your registered email address, so please select your desired date, time, and location to make a reservation. After submitting your reservation request, your reservation will be completed when you receive an approval email from the facility. Please note that we cannot guarantee that your request will be met. Reservations can be made from the 1st of each month, and can be made up to three months in advance.
*If there are any changes to operations, we will notify you separately.

■Reservation Schedule
(1) Reservations for the next three months can be made starting from the 1st of each month.
*Reservations will be accepted starting at 12:00.
*The event will only be held on Wednesdays, Fridays, Saturdays, Sundays, and public holidays.
*Due to V-Varen Nagasaki home games and other events held at the facility, there may be dates when reservations are unavailable. Therefore, reservations made three months in advance will be considered tentative, and final confirmation of reservations will be made one month in advance.
(2) Reservations for the period from the 1st to the 15th of the following month will be closed on the 20th of each month.
(3) Reservations for the period from the 16th to the end of the month will be closed on the 5th of each month.
*The deadline is 17:00.
*If the start or end date for reservations falls on a public holiday, the start and end dates will be the preceding business day.

■Regarding reservation limits
To allow as many performers as possible to participate, we will be setting a limit on the number of performance bookings per month.
(1) You can book up to 2 slots per day. *Same area is acceptable.
(2) In principle, the usable time for one slot is 1 hour and 30 minutes. *Includes preparation and cleanup time.
(3) For street performances that are not in a show format, such as art performances, it will be possible to use the facility for a time slot of 1 hour and 30 minutes or more, depending on the availability of the facility.

■Notes regarding license registration application
(1) If you wish to register as a group, the representative should submit the application.
*If the applicant is not the applicant themselves, please select the appropriate option from the applicant category in the application form. If you select any other option, we will conduct an interview.
*Minors will be required to fill out a consent form before the license is issued.
(2) When submitting your application, please be sure to check that there are no deficiencies or missing documents before entering and attaching them.
(3) The submitted documents will not be returned, so please keep copies of the documents as needed.
(4) If there are any changes to the contents of your application materials, please contact the Entertainment City Nagasaki Management Office as soon as possible.

■ Regarding handling of personal information
The personal information submitted, such as contact details, will be managed appropriately by Regional X Nagasaki Co., Ltd. in compliance with the Personal Information Protection Act and other relevant laws and regulations. It will be used to send materials and contact related to this project, public relations activities for this project, and other purposes necessary for this project, and will not be used for any other purposes or provided to third parties.

■ Judging method
After receiving the license registration application, the Entertainment City Nagasaki Management Office will review the application to determine whether the registration is appropriate.

■ Important points to note
(1) Depending on the circumstances of the screening process, you may be asked to submit documents and provide explanations not listed in these application guidelines.
(2) As a result of the review, we may not approve your registration.
(3) The registration decision may be revoked in whole or in part if the applicant:
1. When there is no longer any prospect of carrying out performance activities within six months of license registration.
2. When it is discovered that the applicant does not meet the application qualifications.
3. When the activity falls under any of the following:
A. Disseminating religious doctrines, performing religious rites, and indoctrination of believers.
B. Promoting, supporting, or opposing any political cause.
C. Endorsing, supporting, or opposing a candidate for public office, a public office holder, or a political party.
4. When a registration decision has been obtained through false pretenses or other fraudulent means.
5. When an act is deemed to be contrary to public order and morals.
6 When it is deemed that the business activities of stores in the surrounding area will be disrupted.
7 Any other case in which the Entertainment City Nagasaki Management Office determines that registration is inappropriate (unauthorized merchandise sales, cash tipping, trouble with other performers, etc.).
(4) In principle, communication from the Entertainment City Nagasaki Management Office will be conducted by email.
(5) Please properly file income taxes, corporation taxes, etc. relating to this project.
